Enclosed for the Bureau is an envelope which contains a possible classified document.

On December 10, 2013, FBI Special Agent Jillian Andersen conducted her first investigative tour of the facilities in which the UNITED STATES ARMY has conducted its investigations of the June 22, 2012 incident in Chicago’s Community Area 7 (otherwise known as Lincoln Park). Her tour included a debriefing with Captain Kathleen Forbes, M.D. AMEDD (Army Medical Department), a helicopter tour over the quarantine zone and an interview with Dr. Joaquin Espinoza at Argonne National Laboratory.

This report was compiled and submitted by FBI Special Agent Jillian Andersen, Chicago field office. The contents of this report are highly classified as decreed by the Federal Bureau of Investigation and are intended solely for the Chicago Director and the National Director based in Washington, D.C.

SUBJECT: INVESTIGATION INTO FALLOUT FROM COMMUNITY AREA 7.

BRIEFING OFFICER: SPECIAL AGENT JILLIAN ANDERSEN


On June 22, 2012, a portal leading into an unknown dimension opened over the Lincoln Park section of Chicago, Illinois (henceforth referred to as “Community Area 7”). The breech only lasted a few seconds, but the effects were extensive and are still being seen today. An unidentified source of energy radiated from the portal, severely mutating several of the area’s inhabitants. A mandatory evacuation of Community Area 7 was instituted, and all uninjured residents were rescued.

Community Area 7 has been under quarantine since, with the United States military standing guard. Judging from the mutants the government has been able to examine, the mutations are permanent – through there is no biological threat, either in the mutants themselves or Community Area 7. Some of the mutants are kept at Argonne National Laboratory, while others are being held at Fort Detrick and other research facilities throughout the country.

Briefing began with a short meeting with Captain Kathleen Forbes, M.D. AMEDD (Army Medical Department), in which it was learned that the mutants being held at Argonne were not dangerous. Captain Forbes spoke of Argonne’s supercomputer, which maps genomes of the mutants in captivity. Though some believe that might lead to biomedical discoveries in the future, none have been found that are pertinent to Community Area 7.

Captain Forbes accompanied Special Agent Andersen and Lieutenant Enrique Tzu on an aerial tour of the quarantine area, which included the campus of DePaul University and Children’s Memorial Hospital. The 2010 census estimated that roughly 67,000 people lived in Community Area 7, but the incident on June 22, 2012 thinned the population significantly – though no concrete numbers are known. While the mutants who were not captured still inhabit the quarantine area, the military does what it can to keep the groups from becoming too large – even dispatching of those mutants which are too large or dangerous – Lt. Tzu spoke of how aggressive some mutants had become, even referring to a pack of “demon dogs” which hunted and preyed on some of the other mutants inside the quarantine.

Once such creature was spotted during the tour, a mutant Lt. Tzu referred to simply as a “fire breather.” There was also a smaller group of mutants, including four creatures that appeared to be dogs, but their ears were torn off and their eyes glowed red. All of the mutants were missing bits of flesh, and two of the dog-like creatures had grown an extra leg, sporting a claw similar to that of the velociraptor. One mutant resembled a cross between an octopus and a bear, with its furry tentacles.

The fire breather was the most dangerous, and an Apache helicopter used its built-in weapons to dispatch of the mutant – firing toward Lake Michigan to minimize collateral damage and the potential for human casualties outside of the quarantine. The mutant’s fire breath, combined with the likelihood of it reaching a size massive enough to affect life outside the quarantine, led to the military’s take-down order.

It is unknown at this point whether all the creatures in the quarantine are mutated inhabitants, or if any of them entered this dimension through the portal opening. Though suspicions have mounted that the mutants are mating, no physical or conclusive evidence has supported that theory. The military does not remove mutant carcasses after such an exercise for further study; instead, the mutants are left to rot and are at the mercy of any scavenger creatures.

Lt. Tzu estimated that the military has to eliminate one or two mutants per month, mostly through traps and sniper fire.

Upon meeting with Dr. Espinoza, it was learned that one of the captured mutants died the week prior, due to respiratory failure. Dr. Espinoza reported that most of the mutants studied at Argonne have become so mutated their bodies can no longer survive in this climate. The mutants are kept in stable environments, but many of them are so fragile something as simple as a throat infection can kill them.

Dr. Espinoza expressed an interest in returning to Community Area 7 to extract more mutants for study, but as of this briefing, the United States military has disagreed with that assessment. The doctor called the specimens kept at Argonne largely unpredictable, stating that many of them are kept in near-constant states of sedation.

Some of the mutants have been identified by their human names, through either notification of age or sex, though many of the specimens have been mutated beyond recognition. Rare genetic identifiers have had to be used on many of them, and in some cases even those tests have failed. Dental records, normally a reliable source of DNA mapping and identifying, seems to no longer have an effect with the mutants being held in this facility.

Dr. Espinoza showcased one identified case, a woman named Andrea Turnbull. Andrea was resting on a cot bolted to the floor with nothing more than a thin sheet covering her. All of Andrea’s hair was missing and her flesh was oddly gray. Her eyes were the color of what can only be described as “radioactive mud,” and what was left of her teeth were stained and broken. Sores littered her skin, particularly on her right arm, and Andre’s left arm was missing below the elbow.

Andrea is stable, physically, though she came close to renal failure a few months prior. She responded to antibiotics, and the doctors have stabilized her weight after she came in with a severe case of malnourishment.

Andrea’s identity was discovered not through DNA testing, but through hospital records; Andrea was seven months pregnant at the time of the incident in Community Area 7. Scientists at Argonne filmed the birth and kept one of the children in captivity; the other child was killed inside Andrea’s womb – by its twin.

The child, called “Cain,” ate its twin inside Andrea’s womb, and after birth the child also ate off much of its mother’s arm. Though “Cain” is fine physically – both Dr. Espinoza and this agent theorize Andrea’s wound shielded the child from some of the radiation – its behavior was of grave concern. “Cain” is normal from the neck down, even with stubby legs and its propensity to propel itself using its hands, much like an ape.

“Cain” suffered several deformities to its face, alterations so severe the child’s mouth will not close all the way. Green eyes remain unfocused – one eye staring straight ahead while the other stares off to one side. Sores developed on the child’s forehead, often developing on top of each other. The child, like many others in the facility, lacks the ability to speak, as well as the ability to think clearly or even clean itself. It would appear these mutations have robbed these people of every last shred of humanity, leaving them as unrecognizable monsters.

Dr. Espinoza made available the video of “Cain’s” birth three days after the initial interview, on December 13, 2013. Andrea was sedated throughout the process, though she still howled with pain and shuddered against her restraints once the contractions started. Andrea was believed to be in labor for roughly 48 hours, though most of the convulsions in her womb were “Cain” attacking and devouring its sibling. Once “Cain” finally emerged from the womb, it was not a typical birth; the child sprinted from Andrea’s body, bouncing off the far wall and hitting with such force the umbilical cord snapped with surprising ease.

Andrea’s placenta followed, a mixture of blood and other fluids leading to a sickly brown color. Small chunks of flesh and bone were embedded in the placenta, which Dr. Espinoza pointed out were the remains of “Cain’s” twin. Doctors tried to test the remains for DNA, but there was none to be found. Dr. Espinoza did not immediately have an explanation for this phenomenon.

“Cain” seems to be immune to sedatives, and the child exhibits a speed and hyperactivity unlike anything the doctors at Argonne have seen. The hyperactivity feeds directly into the child’s aggressive nature, which explains both the attack on its unnamed twin and on Andrea.

Dr. Andrew Wilcox lost two fingers on his right hand during the birthing process, when “Cain” jumped on him and bit them off. Dr. Wilcox was immediately treated and stabilized, though his fingers were too broken and deformed to be reattached.

Dr. Wilcox had been given a six-month sabbatical and was unavailable for interview.

It is unclear at this point whether Andrea was pregnant before the incident in Community Area 7, or if the pregnancy took place after the mutation. While some have theorized, as mentioned above, that the mutants are procreating, such a discovery in the case of Andrea Turnbull would go a long way to better understanding how these mutants live. Examining physical and genetic make-up could be virtually impossible, though; while Andrea responded well to antibiotics and sedatives, the same could not be said for her deformed offspring.

There appears to be no rhyme or reason to any of this, and though the cursory investigation of the quarantine and the mutants being held at Argonne answered some of the Bureau’s questions, new ones bear asking. This agent proposes a briefing on January 5, 2014 at 0900 hours to discuss options and decide the next course of action.
